Turtle Cove

9/4/2025 - All inclusive playground open!

8/4/2025 - Poured in place playground surface is being poured this week.

5/5/2025 - Concrete surface is being poured this week.

3/11/2025 - Mayor Richards, City Council and Charlotte Pippin participate in ceremonial groundbreaking for Turtle Cove at Lucas Field!

10/28/2024 - City Council approves additional funds for additional structures for splashpad and playground.

9/25/2024 - Capri Pools is scheduled to begin mobilization (delayed due to permitting).

8/12/2024 - City Council citing better access, lighting, parking and safety, and that American Legion and High School no longer utilize it, approves decommissioning of Field #5 at complex as site for Turtle Cove. 

7/18/2024 - Festus Park Board recommends shifting site of splashpad to Field #5 at complex, City Council to consider proposal on 8/12/2024.

5/28/2024 - City Council approves agreements/contract with Aquatix/Nu-Toys/Capri Pools for construction of the Splashpad at Turtle Cove. Cost of the final design is $818,916 (with contingency).

5/10/2024 - Final Color palette/design review complete - If you have wondered about the components that make up a splashpad, you can take a look here!

STREETS

IN PROGRESS - South 2nd St. Parking Lot


01/04/2026 - The S. Second Parking Lot is approximately 95% complete. The remaining work is dependent on the delivery of the new light fixtures, which are currently on back order. Once the lights arrive and are installed, the remaining concrete work will be completed to finish the project.

11/06/2025 - Some paving and striping have been completed, with more paving planned soon. Stormwater work, curbs, and sidewalks are still in progress and will be finished before final paving is completed.

10/15/2025 - Construction is still underway. The conduit for the lights and power pedestals has been installed. Crews are continuing to pour concrete for the curbs, islands, and sidewalks, and are also prepping the concrete parking lot for the upcoming asphalt overlay.

9/15/2025 - The project is currently under construction. Work has begun on the installation of curbs, sidewalks, and dumpster enclosures. Temporary striping will be placed as the project progresses to help manage parking and traffic flow.

7/24/2025 - Jokerst Paving & Contracting has started mobilizing equipment and removing sections which will be replaced with the new layout in concrete.

4/14/2025 - Mayor and City Council award a contract for $1,070,694.60 to Jokerst Paving and Contracting.

4/2/2025 The South 2nd St. parking lot project has officially gone out to bid. The bid results will be presented to the council for approval.

IN PROGRESS - N. Mill St.


01/04/2026 - The contractor has completed the project. The City is awaiting a final walkthrough to identify any issues that need to be addressed before final payment. We are also waiting on Ameren to remove the existing lights before the new lights can be energized.

11/06/2025 -  We are still waiting on the delivery of the street lights. Once they arrive, the contractor will install them to complete the project.

10/21/2025 - The asphalt overlay has been completed, and all pavement striping is finished. We are currently waiting for the light fixtures to be delivered. Once they arrive, a contractor will be scheduled to install them to complete the project.

9/15/2025 - Jokerst Paving will begin placing the final layer of pavement on September 16–17, 2025. Following paving, crews will install new asphalt curbs, street lighting, and final striping.

7/30/2025 - Jokerst is currently expected to start milling operations on this day, work at the railroad crossing must be done according to the requirements of the railroad owner and the work will have to be done under the supervision of a railroad inspector.

6/12/2025 - Full depth pavement repair has started on N Mill, these sections will be along the full length of the improvements and will address's areas where the pavement has sunk or is unraveling. 

5/5/2025 - Work commences on the retaining wall at 119 North Mill Street.

4/18/2025 - A Notice to Proceed for North Mill Street has been executed, work is slated to begin May 5th

4/2/2025 - Construction on N. Mill St. is set to commence soon. The initial phase of the project will involve the demolition and reconstruction of a concrete wall at 119 N. Mill St.  

IN PROGRESS - Safe Routes to School - Festus School Sidewalk Project


10/1/2025 - They City has received environmental clearance and preliminary plan approval from MoDOT. The City will next have to work through right of way plans which will include the purchase of temporary and permanent easements. 

7/2/2025 - The City must coordinate with MoDOT on issues with the current right of way along W Main. MoDOT is working to establish the limits of the right of way that is currently owned by MoDOT but maintained by the Festus Special Road District. Once these issues with right of way are addressed we expect to have final plans and start buying easements from properties along W Main.

2/13/2025 - Preliminary plans are having comments addressed and Heneghan Associates has started the request for enviromental review. MoDOT has requested a cultural resources survey which must be completed by the 8 approved consultants approved by MoDOT to do that form of work. The City has selected the Lochmueller Group to provide a scope and fee for the work.

11/13/2024 - Preliminary plans have been completed. Staff will provide comments and the consultant will begin the request for environmental review.

8/16/2024 - Topographic surveying on the project is complete. Engineers are in the process of resolving the ROW locations in a couple areas of the project

7/19/2024 - Survey work on this project began on Monday of this week. Plans are to be at the site off and on over the next couple of weeks.

6/24/2024 - City executes a $121,275 contract with Heneghan and Associates for preparation of conceptual, preliminary, contract and right of way plans for the project.

5/21/2024 - The City has selected Heneghan Associates for preparation of conceptual, preliminary, contract and right of way plans for the the .68 mile project that will construct sidewalks along Midmeadow Lane, St. Mary's Lane and West Main Street near the Festus School Campus. Project cost is $991,000 - $792,480 is federally funded.

6/16/2025 - Phase 2 complete. Final Cost amount is $961,980.

6/8/2025 - Phase 1 complete. Final Cost amount is $617,185

3/31/2025 - Phase 2 complete. Final Cost amount is $331,735.80

COMPLETE Edgewood Water Main Replacement - Phase 2


3/7/2025 - Phase 2 complete. Final Cost amount is $1,139,294.00. Combined, Phase 1 & 2 involved the replacement of:

  • 11,267 feet of water main
  • 22 fire hydrants
  • 49 water valves
  • 159 service connections
  • 137 feet of stormwater pipe
